Anti-Social Behaviour Sub-committee

This group was formed at the request of the Tenants Federation back in 1996 and consists of Federation members, the director of operations, the ASB team manager and one of his staff.

Whilst the original group was formed before the formation of Pennine Housing it was accepted that the group had an important function and it was jointly agreed that it should continue its work. Back in 96 the Federation took the view that this was an important issue and that tenants; i.e, those at the sharp end, should have a role to play both in terms of policy and and the implementation of that policy. We argued strongly for the adoption of an IT system that could record and map the occurrence of all categories of behaviour that were in breach of the tenancy agreement.. It didn't happen overnight, but with the ability and willingness of Pennine to be seen to tackling problems we now have that facility (REACT) and more staff in the ASB team.

Following on from the work started in 96 the following agreement is now in place: The Tenants Federation ASB Sub-Group and the Board of Pennine Housing have a overall responsibility of strategic monitoring of this policy (ASB) and it will be reviewed on an annual basis.

A lot of changes have taken place with tenants working with officers to produce a new procedure document for staff to work too and the introduction of clear and comprehensive policy document which contains the following vision statement.

"Pennine Housing 2000 and Calderdale Federation of Tenants and Residents Associations* are committed to the provision of a safe and secure environment by providing a responsive and positive action against all acts of Anti-Social Behaviour (ASB). By minimising incidents of ASB Pennine Housing 2000 aims to build successful and sustainable communities"

Meetings of the group are normally held on a bi- monthly basis with some flexibility on actual dates. Agenda items can be tabled by either party and a variety of statistics are regularly produced and discussed. By common assent individual cases are not discussed. People attending as Federation representatives are appointed at full federation meetings.
