At the start of the meeting Val Morris informed the meeting that Ken Smith, who was an important member of the Federation Review Group, was unable to attend the meeting through ill health. Ken wanted the meeting to know how important he felt it was for the Federation's future to accept the proposed changes to the Constitution. The meeting welcomed Ken's comments and there followed a discussion amongst members noting the valuable contribution Ken had made over the years in support of the Federation.
Val Morris outlined the process that the Review Group had gone through in developing the proposed constitution and how the new structure would work. All member associations had been sent a draft copy of the constitution for discussion at their meetings but there had been no negative feedback.
George Cameron, Shaw Lodge TA proposed that the constitution be adopted, this was seconded by Mary Battye - the vote was unanimous.
It was explained that the next AGM would be October 2007 and, therefore, everyone elected would hold his or her position for 12 months.
Two scrutineers, Audrey Waterhouse & Vera Benney, were elected to oversee the voting process.

It was agreed that the future of the Anti-Social Behaviour Sub-Group would be discussed by the Big Picture Working Group as there was a potential conflict of roles.
A discussion took place around the frequency of Federation meetings, it was agreed that for the next year they would be bi-monthly as this would allow time for the Working Groups to develop their role.
It was felt that Bull Green House was not an ideal venue for meetings but neither was the Library. It was suggested that contact was made with the Maurice Jagger Centre and the Salvation Army Headquarters - Val Morris and Richard Guillot to progress.
Members enquired if a party was being arranged for Federation members? There are no plans in place at this present time but the Management Team would discuss it at their Away Day - Sue Molineux offered to make the punch.
It was agreed to invite Amanda Garrard, Executive Director to speak about future improvements to Pennine properties, as well as staff changes and office closures.
It was agreed to meet at 7.00pm Tuesday 12th December 2006 at Bull Green House, Halifax (please note change of day)
