(aka 'The Fed')

What is "The Fed"?

The Fed is the shortened name for PCFTRA, the

Pennine Communities Federation of Tenants and Residents Associations,

which is the main consultation body for people whose landlord is Pennine Housing 2000.

The Fed is a delegate body which meets 6 times a year. Its members come from the various tenant associations which operate on Pennine's estates.

Each of these associations can elect two delegates to represent them and vote at Federation meetings. The delegates elect the Management Team and the Working Group Convenors at the AGM; they are responsible for the day-to-day running of the Fed but do not have the power to make any major decisions (except in emergencies); decision making should take place at Federation meetings.

Pennine Housing is committed to the process of tenant participation and consultation and whilst it makes a point of talking to tenants in a variety of ways it recognises the Federation as its main consultative body and as such provides funding for the Federation to maintain an office that is well equipped with IT facilities and all the normal office requirements. The funding also enables the Federation to engage in relevant educational and training exercises as it sees fit.

In keeping with this spirit of participation the Federation enjoys regular contact with Pennine's senior officers on both a formal and informal basis.

The Fed also appoints members to attend meetings of the Board as observers and run regular training courses and has even run its own Conferences.

The Federation Management Team meets quarterly with the Chairs of the Area Committees to ensure coordination of policy.

How the Fed can help your Association

The Federation will encourage the formation of new tenants associations and be there to make sure new members feel welcome at Federation meetings. It is able to offer suitable training so member groups are able to participate fully in the activities and operations of Pennine Housing 2000.

The Federation regularly produces information and newsletters which will keep your members informed of both Pennine issues and the wider housing policy. Representatives work closely with TPAS (Tenant Participation Advisory Service) and TAROE (Tenants and Residents Associations of England) for help and advice regarding issues which are relevant to its members.

If your association is facing a problem on the estate the Federation may be able to help. Many heads are better than one and at a Full Federation meeting members may be invited to suggest some possible solutions. If the problem is one of housing management or policy the Federation will be able to negotiate with Pennine Housing on your behalf.
